I'm willing to be one of those someones who cooks, and I can do my best to coordinate with anyone else who is qualified. I think the biggest issue isn't going to be finding volunteers, it's going to be convincing people to pool their supplies.
[ Because food scarcity means paranoia means hoarding, and Ned's not really intimidating enough to badger people into sharing for the common good. Maybe Dean will have more success? ]

Figure it'd be easiest to get the leaders of the other two teams, since they're going to be the ones gathering up supplies in bulk, and have the clubs help supply it.

In regard to divvying up food, you could always have some sort of agreement that if you come to the diner and if you allow someone to cook for you, you will surrender your foodstuffs to the people who work there under the implication that you will get your fair share.
